This part contains papers relating to the future administration of the lighting and buoying service in the Persian Gulf, hitherto carried out by the Royal Indian Marine. The papers specifically discuss the Government of Iraq arranging for the collection of dues from ships entering or leaving Iraqi territorial waters by the Director of the Port of Basra, on behalf of the British Government and the Government of India, to pay for the upkeep of the lights and buoys in the Persian Gulf.
It includes papers concerning a law being drafted by the Iraqi Finance Ministry to validate the collection of the dues, and the subsequent resolution of the Council of Ministers of Iraq that there was no necessity for a law to be enacted in order for the dues to be collected.
The papers mostly consist of correspondence and India Office Political Department minute papers.
The main correspondents are as follows: the India Office; the High Commissioner for Iraq; the Colonial Office; and the Board of Trade's Mercantile Marine Department.
