This part of the volume (folios 1-37) contains correspondence related to certain stamps dealers' wish to buy parcels of the overprinted stamps of Mesopotamia/Iraq. The correspondence is also related to the issue of lifting of the prohibition of stamps imported from Mesopotamia.
The correspondence is mainly between stamp dealers such as, Edwin Healey and Company and Whitfield King and Company and the Under-Secretary of State, India Office.
