2538: Papers regarding the Police and Conservancy arrangements which were made on the occasion of the 1867 Hardwar Fair [Kumbh Mela], together with a copy of a Circular inviting the opinion of the Local Governments and Administrations as to the best means of discouraging the periodical resort of people in large numbers to the various centres of pilgrimage in India, and of adopting efficient sanitary arrangements at such places to check the outbreak and propagation of epidemic disease

The collection includes a copy of the Public letter received from India, No.156 of 1867, dated 27 August 1867.
As well as correspondence relating to the 1867 Hardwar Fair, and a copy of the Government of India Circular, dated 21st August 1867, the collection contains the following papers:
- reports on the Fair by F Williams, Commissioner of the 1st Division; H D Robertson, Magistrate of Saharunpore; Major J T Watson, Superintendent of Police at Saharunpore; and Assistant Surgeon H C Cutliffe
- report on the prevalence of Cholera in the North Western Provinces consequent on the return to their homes of Hardwar pilgrims, and the measures adopted for its prevention and cure
- Resolution by the Government of the North Western Provinces, No.2372A of 1867, dated 18th July 1867
