- Recent rains has removed danger of actual famine in most area of North Western Provinces; area in N.W.P. served by irrigation works has increased from 450,000 acres in 1867 to 800,000 in 1868; benign effects of market speculation in sending grain to areas of scarcity; measures to deal with Chittagong disturbances – notes difficulty of keeping small expeditions within strict limits; good effect on all Central Asia if he can meet Sher Ali (for which latter is eager), assertions by native press that Sher Ali is in hands of Russia and Persia, fear that Azim Khan and nephew will get into Persia or Bokhara; financial situation and Mayo's determination to reduce expenditure and avoid large deficit (hitherto estimated at £500,000); Col R H Keatinge (Governor-General's Agent in Rajputana) reports famine there has been very serious but worst is now over.
