- Police reinforcements sent to Lord Henry Ulick Browne (Commissioner of Chittagong) to deal with disturbances – still hopes regular troops will be unnecessary; financial position worse than previously indicated; with rising revenue and profound peace, impossible to suggest deficit of £1.7 million; new taxes to that amount out of question; severe pruning of departmental estimates therefore necessary; agrees with Argyll on salt tax question, but thinks if it is touched at all it must be dealt with comprehensively; small reductions would lose much revenue but bring little relief to consumer; indicates complex interrelationship of salt tax with many other matters; deficit of £4 million accumulated over past three financial years previously unacknowledged because expenditure on barracks (and some on roads) included with irrigation and reproductive public works rather than with ordinary expenditure; Mayo hopes next year to pay for barracks and all non-reproductive public works out of ordinary revenue and to produce 'real equilibrium'; hopes necessary extra revenue can be met by increase in certificate duty [i.e. the License tax]; hopes to secure reluctant agreement of his Council for Temple to put such proposals before Legislative Council.
