- After six hour debate his Council unanimously agreed on impossibility of touching salt tax this year, and on extension of Certificate tax at present rate to all incomes payable in India [i.e extending it to landholders and in effect converting it to an Income tax]; measures to increase production and supplies of salt, chief among them being construction of Rajputana railway; Keatinge coming to Calcutta to discuss negotiations with Jaipur and other native states; agrees with Argyll on 'almost unanswerable' objections to salt tax but financial exigencies mean that £5 or £6 million must be obtained from it; discusses details of assessments for Income tax; difficulties involved in taxing interest on Indian debt payable in England and likewise salaries, not least the fact that most of it could not be touched without an Act of Parliament; gives figures for total Indian debt; budget figures resulting from Council's decisions; Indian Marine in poor state – if Admiralty will not do something, Mayo may be forced to revive something like the old Indian Navy; situation in Cachar – 'I own I hate these expeditions and am determined to avoid them if possible'; policeman murdered in Kohat pass – a small force understood to be advancing on offending village.
