- Discusses question of upgrading type of rifle issued to native troops; believes principle adopted since mutiny of issuing them with inferior arms must be discontinued, but on other hand they cannot be placed in position of absolute equality with British troops which they cannot be while artillery is wholly European; is pleased Argyll has appointed Ellis to Governor-General's Council [cf Mayo to Argyll, 31 January] – some surprise has been caused 'because he is a Bombay man and a Jew – and perhaps not altogether belonging socially to the Crème de la Crème of the Service'; Bombay Govt more mutinous than ever on overspending – hopes Ellis can put a stop to this problem; is opposed to establishing Govt newspaper and to any interference with press.
