- Despatches on railways being sent by this mail; draws attention to potential advantages of constructing in addition cheap 'American' [i.e. light] railways, and asks Argyll to send out an American engineer to try one as an experiment; encloses memorandum on handling of revenue and interest arising from very large loans raised and to be raised for reproductive public works; danger to England of adding large sums to Indian permanent debt; high interest obtainable by Indian moneylenders means that Indian Govt loans must be raised in Europe; refers to Argyll's note of 19th – nothing more said regarding this year's loans beyond Temple's statement, but impossible to conceal that for some years large loans will be necessary for irrigation and railway works, and impossible to estimate amount in three years' time; Mayo aims to convince monied classes that while peace lasts loans will be raised only for reproductive public works.
