- Answers at length Argyll's criticisms [in letter of 25 March] of his financial measures, pointing out in particular that he had succeeded in introducing an income tax, to which there had been great opposition, without a dissenting voice in either Governor-General's or Legislative Council; hopes to keep it at 1% in peace time, retaining it as what 'Gladstone used to call the great financial weapon hanging on your wall' to be used only in emergency; difficulty of estimating opium revenue – a subject on which 'for obvious reasons the greatest reticence in public … is very desirable'; hopes weaknesses of Financial Dept will begin to improve; has persuaded Temple not to go home at present though he says his health requires a holiday; does not think Permanent Settlement exempts landholders from tax – rather the reverse – but it makes it almost impossible to assess individual incomes; hopes Amir of Afghanistan will escape need for Turkestan campaign; blame being thrown on Indian Financial Depts for delay in making up Abyssinian Campaign accounts is undeserved.
