- [cf Argyll to Mayo, 4 June]; is sending despatch in which he and his Council unanimously defend terms of letter sent to Amir at Ambala; effects of meeting have exceeded expectations; civil war has ceased in Afghanistan; Amir has cooperated in suppressing frontier disturbance, and is going almost too fast with administrative reform; unlikely that Amir will establish cruel and oppressive regime or seek to extend his frontiers but he will be carefully watched; no surprise that Russia dislikes results of Ambala since she preferred anarchy in Afghanistan; suggests line to be taken with Russia; on Russian fears of Afghan aggression, Mayo thinks Amir could be dissuaded from crossing Oxus to attack Bokhara, and as regards Balkh, gives lengthy outline of Afghan claims to it and limits of Afghan kingdom; argues at length that Russia's breaking off of London negotiations had nothing to do with Ambala meeting but was a reaction to suggestion by Lord Clarendon that Oxus should be considered her southern boundary; Russia seems unaware of dangerous game she is playing in Central Asia which is very unlike India – there are 'no millions of "mild Hindoos", quiet and taxable, inhabiting vast and fertile plains – no such differences of religion and race as enable us to play off Mahomedan, Sikh, Hindoo or Buddhist against each other. She is now face to face with millions of poor fanatical and warlike races inhabiting almost inaccessible mountains or half desert plains, who from the Aral to the frontiers of China are to a man almost Sunie [sic] Mahometans and who only require some prophet of influence to raise the Banner of the Crescentand lead them against the infidel invader'; if Russia really wants to make Central Asia a strong strategic point against England in even of an eastern war, she cannot expect a British Govt to view such proceedings with indifference; requests Argyll's opinions and instructions, and will seek to avoid any difference with any foreign power 'either in Europe or Asia'; encloses report of Maharaja of Kashmir's favourable opinion of Amir's visit to Ambala, and Bazaar report of Russian activities in Bokhara.
