- Asks for early reply to despatch regarding Kumaon iron; failure so far of private enterprise to exploit Indian iron and success of Govt; great importance of utilising 'unlimited' quantity of iron in India in view of imminent commencement of State railways; reports of rainfall now more favourable; has not discussed Punjab Tenancy Act in Council [cf Argyll to Mayo, 2 July (1)] for fear of reviving controversy; gives arguments for Argyll not to veto the bill or portion of it, including the point that this would be heavy blow to legislative authority in India; if amendment proves necessary, better to do this in Legislative Council than re-open whole question by veto; (Sir) T D Forsyth's proposed journey to Russia and its risks; encloses memorandum on Punjab Tenancy Act.
