- Comments on Irish politics; [refers to Argyll's letter of 2 July (1)] and comments on Indian land tenures in general; believes focus should be on establishing fair system for future rather than on consideration of past rights; in some areas rising rents may mean that to limited extent an 'Irish difficulty' might arise; avows his own bias in favour of security of tenure to the cultivator; agrees on need for economy of expenditure but Argyll must support him in efforts to eliminate it – he suspects 'unnecessary expenditure has many friends at home'; 'absurd provincialism' large part of problem; need for centralised system of account and audit (which is separate question from 'control that local authorities ought to exercise over local expenditure'); weather reports now good in all parts of India; pleased at lenient treatment by Sher Ali of leaders of recent insurrection in Kabul, but he has not yet completed any arrangement for opening the Khyber pass; encloses report of visit by Robert Shaw to Yarkand and is now hopeful regarding development of trade in that direction; unsuitability of Capt (Sir) E Sladen as Agent at Mandalay – Mayo able to nip his bellicose tendencies in the bud only just in time, but hopes to hear no more 'nonsense about Burmese annexation for some time'; recent negotiation with Maharaja of Jaipur regarding Sambhar Salt Lake a first step in cheapening price of salt.
