- His Council unanimously agree that Argyll should not veto Punjab Tenancy Act; Secretary of State has no power to disallow portions of an Act, he can only recommend amendments to Legislative Council; Executive Council has no power to suspend operation of parts of an Act; his Council unanimously agree that any amendment should be done by Legislative Council; possibility that Mayo might exercise power which Argyll's new India Act proposes to give him to declare that the Act is not to extend to certain areas; Mayo does not foresee problems arising from allowing the Act to be left in operation; asks Argyll to secure an American familiar with Pennsylvania 'oil mines' to undertake a survey of oil deposits in India; encloses notes regarding construction of Peshawar and Lahore railway line which is wherever possible to be built on surface of Grand Trunk Road.
