- Recommends GCSI for Sir Salar Jung (Prime Minister of Hyderabad), who has agreed to proposals for education of Nizam and administration of State; loss of oxen in Rajputana will severely restrict amount of land which can be tilled; question whether Duke of Edinburgh should retain presents received from Indian Princes during his tour – cost of presents he gives may amount to £10,000, those received unlikely to exceed £8,000; will probably not hold Durbar – 'nothing will induce me to order large bodies of men to march through famine stricken districts and so materially aggravate the sufferings of the people; no objection to Forsyth's proposed visit to St Petersburgh, interview with Emperor, and travels in eastern Russia, but has absolutely forbidden his returning via Afghanistan or those parts of Bokhara where he would not be under protection of Russian officials.
