- Marked private. Began to suspect something seriously wrong in financial position in April and has obtained much earlier than usual figures for the 'actuals' both for 1868/69 and 1st quarter of 1869/70; according to Financial Secretary no scrutiny of revenue and expenditure of current year has ever previously been undertaken; result is discovery that present financial position is 'absolutely deplorable, and in many respects more alarming than it has ever been since the commencement of our modern system of administration'; deficit for 1868/69 is £2,400,000, and estimated deficit for 1869/70 is £1,500,000; increase in former figure over previous estimate largely due to Public Works Dept; details will be sent home next week with scheme for expenditure reduction; to arrive at sound basis for Indian finance, requirement is for reduction of £2 million and increased taxation of £1 million; support of Argyll, Govt at home, and Parliament will be needed; Mayo implores Argyll not to consent to any reduction in numbers of British troops 'on whose presence the existence of our Empire depends' – necessary military reductions can be achieved by cutting staff, establishments, etc, and native army – this the only way 'without endangering the safety of British Rule in India'.
