- Acknowledges Argyll's letter of 28 September; thanks for Argyll's support on matter of economy; favourable reception of economy measures by Indian press; Local Govts have not actually dissented though Bengal is grumbling; police reductions will be objected to, but Mayo believes they could have been greater; plans to establish Dept of Agriculture and Trade; understands necessity of avoiding legislation on India and thinks he can manage PWD portfolio for another year; asks for Mansfield as War Minister – with him, Mayo is confident of making reductions in military expenditure, without him fears great difficulty as explained in his letter of 24 August; Temple (Finance Member) still needs much training but expects great improvement in financial administration after recent ordeal undergone by R B Chapman (Secretary in Finance Dept); outlines composition of Council he would like to have; recommends Salar Jung for GCSI if loan for Hyderabad railway comes through; relations between Afghanistan and Bokhara.
