- Good reception in Legislative Council to Income Tax and Salt bills; reductions have mostly been accepted except for Bombay 'as usual distinguishing itself by almost refusing to carry out the orders of the Govt of India in its P.W.D.'; will commence study of ways and means for 1870/71; export duties on corn and sugar will have to be given up – they are damaging Rangoon rice trade and Indian sugar producers; Howrah bridge; encloses letter from Afghan Minister promising that Amir will not interfere with neighbours beyond the Oxus – Mayo's expectations following Ambala meeting have been fulfilled on this point; has just received Argyll's telegram forbidding them to proceed with Canal bill [cf Argyll to Mayo, 19 November 1869 (3)] and argues in favour of its method of financing irrigation works.
