- Refers to Argyll's letter of 11 September; assistance given to Candlish; fears from Argyll's telegram of 2 December that he has been misinformed regarding actions taken on reductions; outlines proposed reductions in police particularly in Madras which is rumoured to have appealed to Secretary of State behind back of Govt of India; impossible to cut public works without stopping useful work and causing hardship to individuals; some borrowing for current expenditure in present financial year will be unavoidable; reductions will inevitably mean short term losses, but this better than continuing financial system which would destroy credit of the Empire and undermine whole administration; willing to adopt means suggested by Local Govts; reduction in grant to Godavari works ought not to cause their stoppage, unless Local Govt chooses to create difficulty; encloses financial estimate for 1869-70 which includes actuals for first six months – such information has never before been available so early; encloses letter from Alcock giving pessimistic forecast of opium prospects; also enclosed: memorandum on Madras Army and impolicy of its employment in Saugor Division.
