- Encloses memorandum by (Sir) C U Aitchison (Foreign Secretary) proposing amalgamation of Central India and Rajputana Agencies, and outlines recommendations for reforms which will improve administration of those areas and offer advantages to Political Services thus attracting abler men than have been appointed hitherto; qualities necessary and modus operandi for new post of 'Agent in Chief' which should be equal in rank to Lt-Governorship; pending reform of this kind, state of many Rajput principalities 'will ever be a source of weakness and a standing disgrace to British rule' in India'; suggests Sir H Durand (Military Member of Council for this post);; given current lack of anyone of outstanding talent in Punjab Commission, reviews candidates among his Council for Lt-Governorship of Punjab: Sir R Temple, (Sir) John Strachey, and Sir H Durand; recommends latter if Argyll decides against Mayo's proposals for Central India and Rajputana, but if Argyll decides in favour, proposes (Sir) R Davies (Chief Commissioner of Oudh); need to alter some current practices which lead to questions of peace or war being to some extent determined by Punjab Govt; Col Richard Keatinge's failure as Agent to Governor-General in Rajputana; PS: has just stumbled across recommendation 14 years earlier by Sir Henry Lawrence (then Agent to the Governor-General in Rajputana) for amalgamation of Central India and Rajputana Agencies which he quotes at length.
