- Briefly describes his tour in Central India including coal and cotton districts of Chanda and the Berars; Kashmir treaty settled; hopes of opening safe and "free of all duty" trade to Yarkand and Kashgar; financial deficit now likely to reach £1 or £¼million; difficulties increased by great and unexplained increase in Home expenditure, and by Argyll's refusal to sanction police and military reductions, and other disagreements; Mayo believes rapid change in India not appreciated in India Office; large force of native troops still needed for frontier defence and control of large tributary States but soon, except for Hyderabad, none will be needed south of the Narbada; only danger in Madras Presidency comes from Madras Army itself which is unlikely ever to be used for any great military purpose; his opinion based on views of high civil authorities and of two high-ranking Queen's officers and therefore unbiased; discusses at length disagreements over Canal Bill [cf Argyll's letter of 26 November] and defends his proposals which will give a 'vast impetus to irrigation work and relieve Imperial Finance from a burden it can no longer bear'; defends curtailment of Godavari works – cotton interests sometimes do not know what they are talking about; whatever Bombay Govt may have done, Govt of India have made no reduction in expenditure on cotton cultivation; encloses note from Maharaja of Jaipur showing what a little kindness and consideration can do with a Rajput chief; Duke of Edinburgh's visit progresses satisfactorily and his conduct has given no cause for scandal (Mayo having taken 'very good care to know what went on'.
