- Has persuaded Holkar to accept 4½% interest (instead of 5%) for his loan for Indore railway; hopes to settle matter of Hyderabad railway in negotiation with Salar Jung; despite considerable expenditure reduction, deficit will require raising Income Tax to 3%; revenue estimates still uncertain chiefly because of opium, but expenditure estimates should be more accurate; Temple wanted 4% to achieve surplus of £600,000 or £700,000, which Council unanimously opposed – not wishing to add to burdens of the people beyond what is absolutely necessary; Mayo doubts whether he could carry 4% in Legislative Council; Mansfield is about to go home; Mayo reviews correspondence with Argyll regarding misunderstanding whether Mayo had authority to invite Mansfield to stay on another year; believes he will get on well with Lord Napier but will 'tell him from the first that we must hold the purse strings'; encloses letters from two senior officers on unsatisfactory state of Madras Army; strongly criticises 'absurd Presidential jealousies' of the three armies which are carried to extreme lengths.
