- Refers to Argyll's letter of 25 February (1); there has been no sudden or violent cut in recruitment to the ICS; reviews recruitment figures to Bengal cadre since 1861 in detail, and briefly touches on figures for Madras and Bombay; any sudden cut appears to be due to reduction of Bombay requirement by 9; General Gordon's suspension; budget is one of transition – impossible to escape from deficit in a moment, but at least the figures should be more reliable; Salar Jung has behaved admirably regarding Hyderabad railway and all other matters and deserves GCSI; Duke of Edinburgh left India yesterday – his visit complete success.
