- Durand unenthusiastic about appointment to amalgamated Agency of Central India and Rajputana; Mayo, having now spent more than a fortnight in the Punjab, finds Durand would be more acceptable to the Punjab Service than any other man as Lt-Governor of Punjab and Mayo proposes to appoint him though he will doubtless give the Supreme Govt 'a good deal of trouble'; lack of outstanding talent among Indian Civil Service; glad to hear Persia will submit Perso-Afghan border to British arbitration; Forsyth's forthcoming mission to Yarkand; he is to confine himself to diplomatic courtesies and commerce; hopes an Indian officer will be appointed to undertake arbitration.
