- Embarrassing and imprudent conduct of Lt Hayward in publishing newspaper report on atrocities committed by Kashmir troops which has led to widespread attacks on Kashmir Govt and Maharaja in Indian press; discusses past and present policy towards Kashmir and its tendency to encroach on its neighbours in north-west; Mayo hopes Maharaja's recent promises will prevent further aggression (papers enclosed including memorandum of Mayo's discussion with Maharaja; budget very unpopular, but it taxes those classes 'who have the power of screaming. Had we doubled the Salt Tax or laid a heavy burden on the unrepresented masses not a word would have been said'; admits financial scheme is unsatisfactory, but now has confidence in estimates; trained financier not needed; precariousness of opium revenue poses great danger to Indian finances; refers to Argyll's letter of 3 March; outlines serious concerns regarding Chinese policy – 'I am convinced that we are helpless in the hands of the Chinese Govt and if they really mean to put in force the threats held out … our opium revenue is gone'; is collecting information on other forms of taxation; outlines feeling in India that Home charges are excessive, and belief that India pays more than fair share towards cost of defence of British Empire; problem of finding employment for (Sir) George Campbell; favours British representation in Persia coming under Indian Administration - British Foreign Office does not understand 'Asiatic Politics'; papers on Alwar case going home; it confirms Mayo's views on whole Rajputana question, and imperative need for British interference in such cases to avoid civil war and attendant atrocities – 'we cannot construe too strictly the terms of a treaty made [in 1803] when the whole circumstances of our position were wholly different'; bad character of Maharaja of Alwar whose habits shock the old Rajput squires; premature to give Begum of Bhopal GCSI.
