- Encloses memorandum by (Sir) John Strachey (Home Member, Governor-General's Council) contravening belief that Bengal Govt had been badly treated by Lord Lawrence and Govt of India on question of local taxes; the truth was that (Sir) William Grey (LT-Governor of Bengal) had changed his position from approving to opposing them; Strachey argues Permanent Settlement cannot be construed as ruling out taxation for local purposes such as roads and schools, and that if it did, 'it would be our obvious duty to sweep it away altogether, as being plainly inconsistent with the best interests of he Country'.
