- Refers to Argyll's letter of 15 July; hopes Sykes's motion will not re-open question of bonuses for Indian Army officers which might throw an unjust charge on Indian revenues; disagree with latest financial arrangements made in London with railway companies; risk of tying up large sums of British capital without any provision for repayment; letter to form basis for discussion with Local Govts on local taxation now finalised after much discussion in his Council; explains increases in costs of revenue collection; need to spend more on revenue settlement which almost always results in large revenue increase – an increase of £800, expected from settlement of North-Western Provinces completed; conduct of native officials in revenue collection; habit of corruption hard to eradicate, and seems an almost insuperable objection to income tax on small incomes; Chisholm Anstey (barrister) engaged by Wahabis to attack validity of Bengal Regulation III of 1818 under which Wahabi prisoners detained – serious consequences if High Court grants writ of habeas corpus which would have to be dealt with by legislation; attempts also being made to initiate action against Mayo and Grey in Court of Queen's Bench in England; affair shows Wahabi financial resources; Indian Govt has indented for 20,000 Snyder rifles for British troops; favours mounting big guns at Bombay and Aden – they cannot be mounted at Calcutta.
