- Reasons for unpopularity of income tax; need to reduce its rate from 3% to 2% and numbers of persons liable; Temple had wanted 4% and was only induced to agree to 3% with great difficulty; contradicts Grey's view that tax is unnecessary – a deficit now looks likely for current year; alternative to tax is addition of millions to permanent debt; discouraging report of state of trade at Bombay which will adversely affect income tax receipts; cotton shipments to Liverpool adversely affected by European war and excellent American crop, but this may be somewhat compensated for by increased shipments to China; [re local taxation] encloses circular letter to Local Govts (adopted only after much opposition from Temple) on proposals for transferring financial and administrative responsibility for certain subjects to them; but without reduction in military expenditure (which will be bitterly opposed by Lord Napier, C-in-C, India, and the Presidencies) 'there can be no real financial relief'; encloses extracts from European press showing how actions of Govt are misrepresented, in this case because it interfered with profits of bankers and moneylenders – an instance 'of what you may expect when you get a large infusion of the mercantile element into the Govt of India either here or at home'; if European war ends before Christmas and Govt of India's measures are adopted, Mayo hopes this will be last year of Indian financial disturbance.
