- Refers to Argyll's letter of 9 August; possibility of altering Indian financial year; delay in forwarding second proposals for reductions in Native Army caused by Napier; reports of Hayward's murder in Kashmir [cf Mayo's letter of 16 May 1870(1)]; Forsyth is nearing Yarkand and is being well treated; unexpectedly good price of opium (statement enclosed) may make up for failure in customs and increased military charges; telegram regarding unfounded fears among Europeans at Allahabad of an uprising; magistrate there reports he can find no disaffection among the people 'beyond the usual normal feeling of dislike to our rule which exists amongst a large class of the turbulent natives in every town in India. These panics [among Europeans] are not infrequent, and altho' very disgraceful, they are the natural legacy of the Mutiny'; however although 'nothing more than evidences of the chronic dislike to our Rule which has always existed with more or less intensity in India', Mayo does believe there is 'just now a somewhat unusual Bubble in the Native mind' – its causes are: war in Europe, Wahabi activity, discontent over income tax (largely caused by 'ignorant and selfish vituperation of the European Press'; varying reactions of three Indian Princes and Amir of Afghanistan to European war; general feeling that 'England does not join in the war because she is not strong enough'; need for Snyder breech-loading rifles – mere news that European soldiers had them would be enormously useful as a sedative; disturbing news that Yakub Khan, most popular of sons of Amir of Afghanistan, has left Kabul for Herat in part because of his father's plans to make a younger son his heir; encloses appreciation of Yakub Khan.
