- [cf Argyll's letter to Mayo of 6 October 1870]; castigates Wilson and Europeans like him who spread false reports of disaffection – Lord Salisbury could do good service by replying very sharply to Wilson; encloses papers on the panic at Allahabad including an assessment of Wilson; has been testing public opinion during his tour, and while Income Tax is unpopular, absurd to say it will provoke resistance – 'the fury of a few non-official Calcutta Europeans' cannot be taken as a 'test of the general feeling of the country – they are a class who do not care a farthing for the country – they come here to get as much money out of the Blacks as they can desire to go home as soon as possible – they object to pay a farthing towards the welfare and good govt of a Country which is to them a source of wealth and their general tendency is to abuse and resist any Govt which tries to do its duty'; Mayo has no sympathy with this class but newspaper editors belong to it and represent its views; influence of press on native population may be small, but as it is always hostile to Govt such influence as it possesses is 'exercised for evil'; encloses papers on insubordination in European Army – some crimes committed simply in order to get sent home; replies from Local Govts on local finance not discouraging and Mayo hopes to derive scheme of administrative reform from them; congratulates Argyll on his son's marriage to daughter of Queen Victoria.
