- Is sending despatch on reorganization of Ajmer district – currently worse governed spot in British India when it should be a model for surrounding Rajput states; unsettled condition of Yarkand and Kashgar; encloses draft Resolution in Govt of India Financial Dept on local taxation and decentralisation of responsibility for certain subjects and financial resources for them; discusses various candidates to succeed Sir W Grey as Lt-Governor of Bengal including (Sir) R Davies (Chief Commissioner of Oudh), (Sir) A Arbuthnot (Member of Madras Council), and (Sir) George Campbell (erstwhile Chief Commissioner of Central Provinces currently in England); does not want to appoint anyone from Bengal Commission; qualities Mayo wants for post including willingness to carry out policy on local taxation and education advocated by Mayo and approved by Argyll; Mayo confesses he would not willingly face outcry, even fury, that Temple's appointment would cause, so he is obliged to retain him as Finance Member for the moment.
