- Will do his best on railway gauge question despatches on which have just arrived; serious delays in public works business caused by Col (Sir) R Strachey's non-arrival back in India, and death of Col Anderson; has had to deal severely with negligent and incompetence in Public Works Dept; reply by Lord Granville (Foreign Secretary) has just arrived; Mayo begs Argyll to let nothing prevent delivery of Snyder rifles, and rifled guns; mentions possible sources of unrest, but trouble will be prevented by knowledge of growing British military strength which is 'double what it was in 1857 and if we can maintain 60,000 really efficient British Troops in India we shall have nothing to fear'; little chance of reconciliation between Amir of Afghanistan and his son; enclosed letter from graduate of Calcutta University regarding competitive examination among educated Indians for two clerkships in Home Dept (which attracted 500 applicants) complaining that graduates should not have to compete with persons less qualified for posts 'degrading for us to accept'.
