- Is glad mission to Persia has been given up; encloses financial estimate for 1870/71 which should be kept secret; need to adjust procedure for making financial statements to Parliament and in India to avoid discrepancies due to their being based on data collected at different times; opposition continues among Bengal officials to local taxation; much tact and courage will be needed to get it through Bengal Legislature and afterwards in its operation; hopes Argyll will assure new Lt-Governor of hi support; affairs in Bahrain and Wahabi territories; war between Russia and Turkey would render telegraph through Persia useless; pleased Lord Napier of Merchistoun will continue as Governor of Madras – has given Mayo invaluable support in efforts at financial reform and his departure before Madras Bills are passed would be unfortunate; pleased Russia has accepted Conference – impression that Russia with Prussian approval had placed herself in antagonism to England would have bad effect in the East.
