- Council has agreed income tax for 1871/72 can be kept to 1½% on incomes above 1000 rupees and 1% on incomes below and Mayo personally hopes it will be possible to exempt incomes below 1000 rupees altogether; evidence that income tax on lower incomes cannot be retained without much injustice and discontent now almost irresistible; encloses papers on process of establishing new Dept of Agriculture; is glad Campbell has accepted Lt-Governorship of Bengal where fresh mind will effect salutary change in the administration of that great province'; Yakub Khan said to be retiring towards Sistan but Afghanistan very unsettled; Persia may try to wriggle out of boundary arbitration; situation in Muscat and Zanzibar; decision in favour of narrow gauge for Indus Valley and Rajputana railway lines, but decision on precise width not yet taken.
