- Is in Dehra Dun; had a wonderful reception at Lahore; hopes Morley is pleased by Reuter's reports of Sinha's appointment and of the Reforms generally; both have been welcomed everywhere and by everyone and Muslims of Calcutta are giving him a reception before he leaves; Minto is disappointed at King's attitude; agrees with Morley that appointment fulfils Queen Victoria's promise; problem is that the King, Balfour and Percy are 'surrounded by an old India which has ceased to exist here and that I am living in a country on the dawn of a new life which everyone, official or unofficial, European or Indian, unless he is stone blind, recognises'; is also sending through Foreign Department a demi-official letter on affairs in Nepal; things are unsettled on North-West Frontier; thinks Creagh's appointment will be popular but is uncertain how he will deal with frontier affairs; comments on requirements of high military appointments in India; has no objection to C-in-C writing to Secretary of State as long as he himself is kept informed; Duff would be a good successor to Creagh as Morley's Military Secretary; in response to Morley's telegram on veto and Muslim representation, feels Muslim electorates are absolutely necessary.
