- Thanks Viceroy for suggesting three names for prospective acting Governors; Erskine and Inamdars Bill - feels it will create a new class of sub-Inamdar; two ADCs for Graham probably desirable; concern of Lord Riverdale (Chairman, London Advisory Committee of Empire Exhibition in South Africa) over India's non-participation in Exhibition; congratulates Viceroy on accounts for 1935-36 and Budget for 1936-37; thinks it would be advisable now to abolish surcharges on income tax; difference of opinion among members of his Council whether Quetta rebuilding should be financed entirely from revenue, or partly by borrowing recruitment of Anglo-Indians to the services; uneasy at Gidney's criticisms; need to show Parliament that protection of Anglo-Indians is effective; negotiations with States regarding accession to Federation; leaving for south of France.
