- Is installed [sworn in on 12 March]; Canning has been friendly and communicative, but in accordance with previous practice has taken away all his private correspondence with Wood and others; has discussed financial position with Samuel Laing (Finance Member of Viceroy's Council) which appears satisfactory, though imperfections of Indian administration make estimates more conjectural than at home; comments on various sources of revenue; Canning was opposed to Laing's successor being sent from home; awaits Wood's instructions on sale of waste lands and redemption of land tax, and meanwhile will suspend action on bill introduced into Legislative Council on these subjects; unfortunate Government of India should commit itself to measures which are to be revised at home; comments on lack of harmony between several parts of administrative machinery.
