- Laing's projections for coming financial year indicate a surplus of upwards of £1 million which might be applied to (1) reduction of import duties on cotton - believing it desirable to abate 'the discontent and ill will which they occasion in England'; (2) abolition of income tax - its collection rather than its amount is oppressive, its disappearance would signal the return of tranquillity just as its imposition seemed to many a consequence of rebellion, and its removal would offset the lowering of cotton duties; (3) expenditure on education and public works; Laing estimates reduction of cotton duties would cost £500,000 and removal of income tax £250,000; summarizes and criticizes reasons given him for maintenance of both a large European and Native army (one argument being that Sikhs when stationed all over India fraternize and convert to Hinduism); considers military force alone insufficient to maintain authority in India ,and military expenditure should be scrutinized very carefully if it necessitates unpopular taxes or reduces Government's capacity for works of improvement; lists proposed military reductions; discusses appointments to his Council; is anxious for Wood's views on permanent settlement and land tax redemption schemes which he does not think have been well considered; comments on Laing, Beadon and Bartle Frere.
