Describes method of conducting business in Executive Council and possible adverse effect of clause in recent Act authorizing individual members to act in the name of the Governor-General in Council; foresees difficulties in exercising his veto over legislation passed by Local Legislatures, and in demarcating what matters should be dealt with by Supreme Legislature and what by Local Legislatures; enforcing economy may become more difficult now that there is a surplus.
