- Jocular comments on Parliamentary debate on Calcutta climate and mortality; comments on debate on army and agrees European force should not be reduced further at present; little prospect of achieving reduction demanded by Canning elsewhere; discusses problems of Commissariat in supplying food to European troops, attacks being made on it, and unlikelihood of present enquiry leading to much saving; notes constant demand for improved facilities of all kinds for European troops; summarizes recent report suggesting European troops had abundance of money and leisure, but only means of spending them open to unmarried soldiers 'culminate in secondary symptoms and delirium tremens – neither officers nor married soldiers die as much as ummarried privates'; native army regiments are currently under strength; native judges are grossly underpaid; hypocrisy in these circumstances of British accusations of corruption; need to deal with influx of low caste Europeans like Budd makes matters worse; further reduction of police expenditure unlikely; discusses arbitrary procedure by which expenditure cuts were made and procedure by discussion which will now have to be adopted; policy towards Dost Muhammad and his movement against Herat.
