- With reference to Wood's anonymous informant in India concerning Raja of Mysore, urges need to treat irresponsible criticism from India of Indian authorities with utmost caution; discusses policy to be adopted on Mysore question; questions popular perception of Canning's policy towards Princes; suggests an important reason for popularity of Canning and his policies among Indians was vilification he received from Europeans; quotes letter from officer at Delhi on ferocity of British reprisals in that area after mutiny; problem facing British in conducting relations with Princes; discusses circumstances in which Canning's liberal policy towards chiefs developed and suggests he was sometimes more strict or more prepared to interfere with them than was generally thought; in peacetime circumstances it may be more difficult to acquire reputation for clemency and respect for native property, to impose economy on Local Governments, and to maintain peace of India without encroaching on independence of Princes; in meantime wishes to carry out Canning's policy as it really was; restrictions to be imposed on Duleep Singh's mother if she returns to India.
