- Acknowledges Wood's letters of 2 and 3 March; method of financing military barracks; Trevelyan believes he can find money both for reproductive public works and barracks without touching cash balances though Elgin is willing that they should be drawn on to extent of £3 million for these objects leaving it to Wood to decide priority between them; further discussion of Indian financial position; cites Canadian experience to prove that if Government can show a good balance sheet it will attract capital; problem of attracting capital for unguaranteed railways caused by guaranteed railways; as regards seat of Government question, proper course at present is to summon Council to meet sometimes elsewhere than Calcutta but latter should continue as headquarters of Government.
