- Regrets Wood's change of opinion on use of cash balances for public works, but grateful Wood informed him directly; considers reduction of cash balances unwise since it will make raising money for emergencies more expensive; sends copy of his minute on irrigation works; question of appointment of Inspector General of Police; Elgin did not object to Trevelyan's plan for inspection of police in N.W.P., provided Home Dept of Supreme Government was excluded from it; comments on Sir R Montgomery; Lt-Governors impose rigid discipline on subordinates who 'are instinctively in favour of anything like a good row' [on the frontier]; has told Montgomery that aggression on Indian territory must be punished but there must be no meddling with affairs of neighbours.
