- Six other people having declined, Wood will appoint Sir Bartle Frere (Member of Viceroy's Council) to Governorship of Bombay as Canning recommended; proposes to appoint William Morehead (Member of Madras Council) to Viceroy's Council, on which Wood believes in having representative from one of the other Presidencies; suggests (Sir) William Grey (Secretary of Home Dept) as successor to Laing; Sir John Lawrence recommends (Sir) Donald McLeod though Canning was wary of his 'fanaticism'; asks Elgin to reduce duties on manufactured goods to 5% to soothe feelings in manufacturing districts at home (though Wood does not believe 10% duty is cause of their problems); India's cash balances are high; Wood has no confidence in Laing's figures; transfer of North Kanara, except for Coondapoor, to Bombay; Wood's views on numbering of regiments to avoid giving impression of strength, mixing of castes within regiments, and raising regiments from different places to minimize sympathy between them – 'I would have each one quite ready to fire into the next'; 'inhabitants of India will not neglect any good opportunity of throwing off our yoke. We have maintained our power by playing off one part against the other, and we must continue to do so'.
