- Canning has liver attack; C-in-C should not absent himself too much from seat of government – there is danger anybody in such position will set up as independent power; opposes practice of Govt departments writing against each other; agrees Police are less dangerous force than native army; military authorities will always demand more men than necessary; native regiments should be moved at signs of unrest, Muslims and low castes should be mixed, and all troops should be kept occupied; points out Elgin has no Legislative Council as such, but extra members who are summoned when Council sits for legislative purposes; discusses candidates for Council appointments and Canning's opinions on them; land tax question; Contract Bill will not be allowed; final despatch is going on Artillery question; despatch of recruits; future of Indian Navy; charter for High Court about to be despatched; Indian recommended for judgeship by Canning must first qualify as pleader; Council appointments; need to keep Sikh regiments away from Hindu regions to prevent their becoming corrupted and generally to keep classes apart from each other – 'have your Punjab troops ready to beat the Easterns with, and your Eastern troops ready to beat the Sikhs with'; Commissariat expenses might be reduced and some of its practices need reform (e.g. in sheep feeding); is sending memoranda on home expenses and troop capitation tax.
