- Has received Elgin's letter of 9 April; agrees with budget scheme; complains that Times received detailed report of budget statement before him; roles of European and native soldiery and police and principles to be considered in deciding numbers required of each; regiments should be raised and employed locally, with local designations, but with mixed classes and never too many high caste men; their local antagonisms should be preserved; men may be employed for general service but with caution – 'the natural antagonism of races is no inconsiderable element of our strength'; troop reductions; suggests Sir Charles Trevelyan as Finance Member of Council; land tax, sale of waste lands, redemption; favours permanent settlement; hears Raja of Mysore is taken aback by Canning's letter to him, and Wood urges tactful handling of him; question whether he may adopt an heir – Wood hopes he will bequeath Mysore to British – 'we ought to have it, and I had rather not be tempted to annex'.
