- Canning unwell and strangely reluctant to talk about India, so Wood cannot write anything useful on some subjects; British bound to advise Dost Muhammad against attacking Herat, but otherwise Wood is against any active step; assessment of strategic importance or otherwise of Heart; British can never compete with Russian influence in Persia; believes Afghanistan can always be a friend and defence against Persia; summarizes views on policy towards Afghanistan; formation of 21st Cavalry obviously done simply to provide for officers; outlines mistakes in Laing's figures which mean his revenue estimates for 1862/63 must be reduced; criticizes advertising for tenders from banks to do Government business and manage currency; Elgin must in future check such proceedings.
