- Elgin has done exactly right thing regarding Council's legislative business; Canning has had recurrence of old complaint on top of liver problem and can speak to noone for more than a few minutes – 'he seems to have an especial horror of Indian subjects, on which he has never said a syllable to Granville, his most intimate friend, since he came back'; land question is most important and Wood cannot decide it prematurely; this is most signal instance of Govt of India acting without sanction or contrary to orders from Home Govt; complains of India's failure to report matters officially in public letters relying instead on private letters; cites example of question of 'loss by exchange'; check on Govt of India must be Home Govt not public (i.e. English) opinion in India; 'English population in India is necessarily adverse to the Natives in all land questions' and Wood fears their conduct on rent question may provoke trouble in Bengal – 'they may be legally in the right – as an Irish landlord might be in evicting his tenantry – and yet the political, social, and moral evil might be intolerable'; on Finance, hopes Elgin may himself 'get behind the scenes'; someone from home perhaps better able to enforce reductions than an Indian Civil Servant; Laing has done so but otherwise has gone wrong.
