- Is sending despatch on sale of waste lands, limiting power of redeeming land tax, and promising permanent settlement as districts become fairly assessed for it; awaiting information from Rose before posting officers to Royal Artillery and line regiments; suggests C-in-C should become Council member as a sort of War Minister with local Cs-in-C under him; hears of growing alienation between British officials and natives and that officials appointed by competitive examination do not impress the Natives as men of 'superior race'; opposes 'the "Knock me down" policy of Dalhousie, and of my good friend and Councillor Sir John Lawrence. It answered perhaps in the hands of the latter but you want an iron man like him to make it answer, and he is one of a thousand'; believes Canning's policy of seeking to win friendship and loyalty of Native Chiefs is right and urges Elgin to impress this on officials.
