- Acknowledges Elgin's letter of 22 July; despatch on land question has been sent; Canning wrong on this; suspects land resolution and contract law were intended to propitiate British community at Calcutta; admits Governor-General must take account of opinion of that community, but it is 'a prejudiced community as small white bodies amongst a multitude of Blacks must be – conquerors among subject races'; British community at Calcutta mainly intent on making as much money in as short a time as possible, and Governor-General must not be misled by their opinion; Governor-General entitled to support from and Wood is willing to take onus of unpopularity for any measure on which they have agreed; civil service is generally opposed to views of unofficial community except in exempting themselves from control at home; will back Elgin in resisting attempts by local governments to free themselves from Governor-General's authority, but Elgin must admit control of Home Govt; 'the only security for good Govt to the natives is in the officials backed by the Home Govt'; public opinion which matters is Houses of Parliament operating on Secretary of State; British opinion in India not strongly supported at home; Wood would 'doubt my being right, if I received the approbation of your Calcutta press'; only Government suitable for India 'is a despotism controlled from home. I believe that whenever that state of things cannot be maintained, our Indian Empire will be in danger'; speculates on how British rule will come to an end and what principles it should follow meanwhile.
