- Is sending despatch authorizing expenditure on public works; emphasizes importance of efficient superintendence of anything undertaken; as much as possible should be devoted to completing irrigation works begun but suspended for want of means, in particular the subsidiary channels for the Ganges Canal, and the Sind Canals; in latter case it needs to be considered whether some should be made navigable; prefers leaving railways to private enterprise and is anxious to end joint public/private system for them; as regards roads, at present public money should focus on feeder roads to railway stations or to possible tramway stations, in hope that private enterprise will build tramways on main line roads; reiterates importance of careful expenditure – half Wood's Council would have used it to pay off debt and fear waste resulting from large sum placed at Govt of India's disposal.
